International Climate Initiative (IKI) in Viet Nam

In Vietnam, the building and construction sector has a key strategic role for the economic and sustainable development of the country. Recognizing its role in the joint effort to proactively respond to climate change, the Ministry of Construction issued the Action Plan to implement the Paris Agreement on Climate Change for the period 2020-2030 under the Decision No. 967/QD-BXD from 24 July 2020.

The Programme for Energy Efficiency in Buildings (PEEB) supports the Vietnamese Ministry of Environment and natural Resources (MoNRE) and the Ministry of Construction (MoC) in developing an NDC Roadmap for a low-carbon, climate-resilient buildings and construction sector in Vietnam, vision to 2050. This NDC Roadmap shows the concrete pathway for the contribution of the building and construction sector to the achievement of the NDC targets. It defines short, medium and long-term targets and actions to guide the national buildings and construction sector stakeholders and civil society through coordinated actions towards low carbon and climate resilient buildings by 2050. In particular, it identifies common goals, targets and timelines for key actions across 8 “activities”. Each these 8 activities represents a segment of the buildings and construction sector: urban planning, new buildings, existing buildings, appliances and systems, building operations, materials, resilience and clean energy.

The NDC Roadmap was developed based on the methodology of the Regional Roadmaps for Buildings and Construction 2020-2050 for Asia and the Pacific by the Global Alliance for Buildings and Construction (GlobalABC) and the International Energy Agency (IEA) in 2018.

At COP26 in Glasgow, Vietnamese Prime Minister Pham Minh Chinh confirmed Vietnam’s strong commitment to tackling climate change, announcing the target of achieving net zero emissions by 2050. The NDC roadmap comes at just the right time to start Vietnam´s building transition!
