A representative of the Ministry of Natural Resources and Environment recently announced that Viet Nam has completely eliminated a number of ozone depleting substances such as HCFCs, Chlorofluorocarbon (CFC) and Halon, in line with the provisions of the Montreal Protocol.
Also according to the roadmap, Viet Nam sets targets to control the import and export of Methyl Bromide and implements the elimination of Hydrochlorofluorocarbons (HCFCs). These refrigerants are mainly used in the production of air conditioners, refrigeration equipment, foam production, fire extinguishing and quarantine for export goods.

Since the adoption of Decree 06, MONRE and the Department of Vietnam Customs have cooperated to update regulations on greenhouse gas emissions reduction and protection of the ozone layer. These adjustments include custom policies on management of import and export goods in general, and specified controlled substances in particular.

Specifically, the Department of Climate Change has coordinated with the Department of Anti-Smuggling and Investigation and the General Department of Vietnam Customs to efficiently control export, import, and prevent illegal trade in HCFCs. The cooperation can help Vietnam meet the obligations of the member countries and States parties to implement the Montreal Protocol.

Within the framework of Vietnam’s HCFC Management and Elimination Plan (phase 1), the Customs Department has reduced consumption by 10% against the baseline. Additionally, nearly 500 customs officers received training to raise awareness on illegal trade of HCFC and ozone layer protection. These courses aim to raise the capacity of the custom staff and increase the efficiency of import and export control of HCFCs.
