On March 18, 2022, the Ministry of Planning and Investment held a consultation workshop in Ha Long City to finalize the National Green Growth Action Plan (VGGAP) to 2030, which serves to implement the National Green Growth Strategy (VGGS) 2021 to 2030. H.E Minister of Planning and Investment Nguyen Chi Dung in his opening remark emphasized the critical role of the VGGS in realizing the goal of the 13th Party Congress, targeting Vietnam to become a high-income developed country by 2045. This shall be achieved through promoting the transformation towards a green economy, strongly emphasizing environmental protection, inclusive development and social justice, thereby contributing to Vietnam’s net-zero pathway by 2050.
The draft VGGAP details groups of tasks and solutions, highlighting the following five central aspects
- Prioritizing on tasks with a high GHG emission reduction potential mainstreamed in goals for key industries,
- Diversifying resource mobilization for green growth,
- Strongly institutionalizing the coordination, monitoring and evaluation mechanism for green growth through integrating in national statistical indicators,
- Updating and amending policies and laws to promote green investment and procurement according to the national green taxonomies,
- Developing a roadmap to concretize green growth measures with a long-term vision to reach net-zero emissions by 2050.
Delegates attending the workshop highly appreciated the approach, structure, and contents of the draft VGGAP. Workshop participants commented in particular on aspects such as encouraging investment in technology, green finance, and suitable indicators respectively MRV modalities. Representatives of localities from Quang Ninh and Vinh Phuc provinces shared their successful lessons when implementing the VGGS 2012-2020, pointing out their experience when shifting from mining, mineral exploitation, low value-intensive labor industries towards green jobs and branches (such as eco-tourism, high-tech industry, smart logistics, sustainable agriculture with high value added).
Representatives of international organizations were, apart from GIZ, World Bank, the Global Green Growth Institute (GGGI), UNDP, AFD, JICA, KfW, UNIDO, and representatives from the private sector. The workshop was part of a tripartite consultation series to be held in North, Central and South of Vietnam coordinated by the GIZ Macroeconomic Reform/Green Growth Program jointly with the Ministry of Planning and Investment.
The VGGAP is supposed to be finalized for submission to the Prime Minister in April 2022.
