Milestones towards improved land-use governance

The Government recently issued Resolution 103/NQ-CP to establish the Appraisal Council for National Land-Use Planning for 2021 to 2030. The Council is responsible for advising and assisting the government to execute its tasks in accordance with the Planning Law and the development of the National Land Use Plan for 2021-2030 with a vision to 2050.

Deputy Prime Minister, Trinh Dinh Dung, is the Chair of the Council. Members of the Council include: the Minister of MONRE, Tran Hong Ha, Deputy Minister of MONRE, Nguyen Thi Phuong Hoa, and representatives from relevant ministries, agencies, and planning experts. MONRE is the standing body of the Council, and as such is mandated to coordinate all activities related to land-use planning.

In addition, MONRE recently completed a Master Plan towards the establishment of a nationwide uniform land information system for land administration in order to improve the effectiveness of state administrative apparatus in land-use governance. The purpose of the Master Plan is to lay the foundations for timely development, and to specify budgets and targets. The scope of implementation will be across the country, from central to local levels. The development of the land database will start in 2020 and is planned to continue until 2025. Line ministries, sectors, and localities will have opportunities to provide feedback.
