The government has set a goal to end free migration in the next five years, according to its latest Resolution No. 22/NQ-CP. The resolution outlines targets for improving the lives of disadvantaged people, completing 32 settlement projects and providing residential status to affected communities. Local authorities have been called on to encourage people to establish livelihoods by improving infrastructure and taking land management measures.

The resolution states that local authorities should actively review and adjust land-use planning to allocate both residential and production land to free-migrant households with favourable conditions, and to increase local ownership of agricultural land and forestry where possible.

According to MARD, more than 66,700 non-registered households have been migrating freely across provinces in the Northwest, Central Highlands, and Southwest regions since 2005. Migrant communities lack access to social services such as education.
