According to the Ministry of Planning and Investment (MPI), in 2020 the plan on foreign loan allocation to the central budget capital is VND 60,000 billion (2.58 billion USD).

The ODA Investment Plan for 2020 will continue to comply with the investment objectives and guidelines agreed with donors, focusing on upgrading the socio-economic infrastructure system, eliminating hunger, poverty reduction, climate change response, and saline intrusion. According to the MPI, priority should be given to overcoming the drought situation in the Central Highlands and Southern Central provinces, as well as combating droughts and saltwater intrusion in the Mekong River Delta.

A governmental review mechanism is in place to closely monitor the 2020 Investment Plan for ODA and concessional loans from foreign donors.
