In order to provide a successive policy framework for the National Climate Change Strategy to 2020, in early 2021 the Vietnamese Government started to prepare for a new National Climate Change Strategy (NCCS) 2021 to 2050, with an outlook to 2100. The Department of Climate Change (DCC) under the Ministry of Natural Resources and Environment (MONRE) is leading the development of the strategy in close cooperation with line ministries, academia, civil society actors, and other climate change stakeholders in Vietnam. In the development process, the DCC is closely supported by GIZ Vietnam (through the VN-SIPA and MCRP projects) and the UNDP. Both partners also support MONRE in key international processes within the United Nations Framework Convention on Climate Change, such as the development and updating of the Nationally Determined Contributions (NDCs) and national adaptation planning. Other development partners involved are JICA, UN Women, and the network under Vietnam´s Climate Change Working Group (CCWG).

Currently, various experts are finalizing different background papers and analyses on topics such as mitigation and adaptation pathways, finance and investment needs, science and technology development, and national and international contexts, drawing on the work for Vietnam´s NDC, NAP, and BUR3, etc. The research findings are an important basis for further development of the NCCS and will also be published as stand-alone reports.

Consultations on different elements of the strategy are expected to begin soon.
